Moody's, which has the state's general obligation rating at A2, also cited the expected budget gap of more than $20 billion in the soon-to-begin fiscal year. The executive branch has proposed a package of measures, but a political stalemate in the legislature has kept action to a minimum.

If the legislature doesn't find a fix, it could result in a multi-notch downgrade, said Moody's. California's rating is currently four steps above junk territory.
